BBH STUDY ON DISTRIBUTION SYSTEM OPERATORS IN 2045: ELECTRICITY GRIDS TO BECOME DIGITAL AND CONTROLLABLE SYSTEM INFRASTRUCTURE

A new study prepared by BBH Consulting AG and commissioned by the BBH working group AK REGTP examines how the operation of distribution systems will have to change by 2045. The findings show that distribution systems will have to evolve from a predominantly passive transport infrastructure to a digital, actively controllable and resilient system infrastructure by 2045.

Operators of distribution systems are facing a fundamental transition. Electrification, renewable energy sources and flexible consumers are making grid operation more dynamic and complex. The study on distribution system operators in 2045 commissioned by the BBH working group AK REGTP and prepared by BBH Consulting AG examines how grid operators respond to these developments and what distribution system operation might look like in the future. 68 representatives of distribution system operators (DSOs) were interviewed on key challenges and potential solutions. BBH discussed the findings with industry experts and developed target visions for the operation of distribution systems in 2045.

One of the main challenges is the monitoring and control of medium-voltage and low-voltage grids. This requires knowledge of the local grid as well as a stable, straightforward and practical regulatory framework that ensures long-term planning security and reliable cost recognition. High-quality data, efficient interfaces and clearly defined responsibilities are the foundation for digital twins, AI-driven forecasts and automated processes. This foundation enables AI to refine forecasts, run automated data plausibility checks and assess grid conditions more quickly. However, the technical expertise and responsibility of staff remain indispensable in this process.

The study shows that digitalising grids is not a purely technological project. The integration of digital solutions as well as the establishment of clearly defined processes, IT security and qualified staff are as important as the technical infrastructure. In light of the shortage of qualified staff in key areas of grid operation, cooperations and joint structures can help smaller DSOs in coping with the growing range of requirements. The responsibility for actually operating grids will, however, largely remain at local level.

“To ensure a reliable and efficient operation of distribution systems in 2045, grids will not only have to be expanded but also made digitally transparent, actively controllable and organised in a resilient manner. The interplay of technology, technical expertise and a reliable framework is crucial,” emphasises Peter Bergmann, board member of BBH Consulting AG and BBH partner.

They are not only a reliable backbone of modern society but also critical for a successful energy and heat transition as well as for implementing the measures required to adapt to climate change. The future provision of services of public interest depends on modern service providers, particularly so at local level.
