The procedure, now successfully completed, covers approx. 560 buildings with a total roof surface of approx. 555,000 square metres in the cities of Braunschweig, Salzgitter and Wolfsburg as well as in the administrative districts of Gifhorn, Goslar, Göttingen, Helmstedt, Hildesheim, Holzminden, Northeim, Peine and Wolfenbüttel. The lease has been awarded to the Hamburg-based company 1KOMMA5° GmbH.
With this project, Lower Saxony is consistently advancing the implementation of its climate act, aiming to harness the potential of its around 5,500 state-owned buildings for the climate-friendly generation of electricity from PV systems. Back in 2023, BBH assisted the federal state for the first time in a Europe-wide tendering procedure for the installation and operation of PV systems on roof surfaces.
In cooperation with PD – Berater der öffentlichen Hand GmbH, BBH supports the Federal State of Lower Saxony in analysing suitable public properties, developing appropriate operating and contracting models, and in executing Europe-wide tendering procedures.
“With the completion of the second round of tendering, Lower Saxony demonstrates that energy transition and public administration can go hand in hand in an exemplary way,” explains Jens Panknin, lawyer and partner at BBH Cologne. “The “PV offensive” programme of Lower Saxony is setting standards for other federal states – both in terms of the contractual framework and strategic implementation.”
Dr. Roman Ringwald, lawyer and partner at BBH Berlin, adds: “This project clearly shows how innovative contractual models and legally sound award procedures can considerably accelerate the use of public properties to mitigate climate change.”
With more than 700 employees, 7,000 clients and 7 offices, the BBH group is a leading provider of advisory services to energy and infrastructure companies and their customers. Energy and supply companies, particularly public utilities, municipalities and local authorities, industrial companies and international groups are among its core clients. The BBH group assists these and many other companies and organisations with legal, business and strategic advice.
